Add a stretching Python operator (not symbolic)

Add an Python implementation to a DirectionalSymbolic operator (stretching and diffusion for example). Currently, the problem is the new implementation is not a SymbolicOperator (not code generated).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
